Montgomery County allows parents to opt kids out of curriculum topics after Supreme Court ruling
ROCKVILLE, Md. — With the first day of school just days away, Montgomery County Public Schools are making a major change to how families see what their children are learning.
The shift comes after the U.S. Supreme Court ruled 6–3 in June that the school district must allow parents to opt their children out of lessons involving LGBTQ+–themed storybooks if those lessons conflict with religious beliefs. The case, Mahmoud v. Taylor, pitted local parents against MCPS, and SCOTUS sided with families who argued that their First Amendment rights were being violated.
Superintendent Thomas Taylor announced the county’s response with a new tool he’s calling the “Refrigerator Curriculum.”
Every nine weeks, parents will receive a one-page outline of upcoming topics and reading materials for their child’s classes. The document will go out both digitally and on paper—accessible enough, Taylor says, “to put on your refrigerator.”
The new overview also includes a form parents can use to opt their children out of specific lessons. When submitted, teachers and administrators will prepare alternative lesson plans.
Taylor admitted the process adds work for staff.
“This is a significant administrative burden,” the superintendent said.
But he also encouraged families to consider engaging with the material first.
“Sometimes it’s an enriched classroom environment when we introduce new ideas and new thoughts that somebody doesn’t necessarily share or believe in," Taylor said. "That’s the foundation of a civil society.”
When asked about the change, some parents in Montgomery County said they hadn’t heard of the new policy, while others declined to comment.
A Moms for Liberty leader, however, praised the decision online, posting on X, “How MCPS is responding to Mahmoud v. Taylor will shock you with joy! Parents rejoice…”
Advocates for LGBTQ+ inclusion have expressed concern, warning the ruling could open the door to broader exclusions in the classroom.
