      Description  
      As assured through the Florida Diagnostic Learning Resource System (FDLRS) grant, the contract between the Manatee County School Board and The School Board of Sarasota County, Florida provides for a position of FDLRS Child Find Specialist.  The Specialists will provide assistance to the designated district in the planning and implementation of a comprehensive system of personnel development to the education of youth who are exceptional and/or have unique needs based on locally assessed needs and established state priorities.  The cost of the contract is $195,045.00 and is allocated as part of the 2021-2022 FDLRS grant.

    15. APPROVAL OF CONTRACT FOR THE VIP-ER PROGRAM BETWEEN SARASOTA COUNTY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FL  
      Description  
      The Voluntary Interim Placement – Enhanced Recovery (VIP-ER) Program is an intensive ten-week residential substance abuse treatment program and 12 month follow up which is operated as a collaborative partnership involving six community service providers, each of whom contribute in their respective areas of expertise. Sarasota County and the School Board of Sarasota County, FL desire to enter into a contract under which the School Board, through Suncoast Technical College, will provide Workforce Readiness Classes, General Education Development (GED) Classes, and GED Tests for VIP-ER Program Participants. Sarasota County will assist the School Board with those expenditures (up to $40,560) incurred in performing the specific VIP-ER program services described in the contract.

      Description  
      The district will support the Florida Civics Seal of Endorsement  Program by identifying teachers that have completed the state training. Sarasota teachers, to include those working at Charter schools, are eligible to receive payment for training completion. Payment is subject to appropriate reductions and withholdings. The Florida Department of Educator's obligation is to pay the stipend to the first 20,334 teachers who complete the training statewide.

    21. APPROVAL OF THE READING TUTORING FOR K-3 STUDENTS  
      Description  
     

The purpose of this funding is to support direct student tutoring in reading to focus on closing achievement gaps and accelerating student reading achievement. The tutoring would include programs that deploy trained tutors to classrooms across the state to support students with reading. Tutoring programs will engage research-based practices and implement literacy rich schedules for identified students that would benefit from these additional supports. The goal is to provide targeted individual or small group tutoring and other student level instruction and support to improve grade level reading by the end of third grade.

    22. APPROVAL OF THE CIVIC LITERACY EXCELLENCE INITIATIVE: CIVICS CURRICULA  
      Description  
     

The purpose for funding is to address learning loss among all students in all subgroups. These funds are provided to increase the capacity of the Florida Department of Education (FDOE) to support and reinforce Florida's Civic Literacy Excellence Initiative.

The applicant must purchase curricula in accordance with the requirements of this RF A. The intended purpose of this award is to support LEAs in purchasing standards aligned curricula for the middle school civics course and supplemental standards aligned curricula for any grade level. All curricula must support the implementation of the Civics and Government (CG) standards that are effective beginning with the 2023-2024 school year.

    23. APPROVAL OF THE SCHOOL DISTRICT INTENSIVE READING INITIATIVE PILOT  
      Description  
     

Funding for the School District Intensive Reading Initiative Pilot provides additional reading intervention opportunities to students in kindergarten through grade 5 enrolled in a public school who either scored below a Level 3 on the English Language Arts (ELA) assessment in the prior year or who the district has determined through progress monitoring to be below grade level.

 

Activities include: Substitutes for Classroom Teachers to participate in professional learning, High Quality Curriculum Materials, Professional and Technical Services Contract for Professional Learning,  Pay (Stipends) for Certified Staff to plan and deliver supplemental intervention/instructional services.

    24. APPROVAL OF THE GET THERE FASTER CAREER DUAL ENROLLMENT PATHWAYS EXPANSION GRANT  
      Description  
      In partnership with Florida’s public-school districts and Florida College System institutions, the Department of Education (Department) is assisting school districts in the expansion of dual enrollment pathways that lead to credentials of value, including career certificates, industry certifications, Associate in Applied Science and Associate in Science degrees. Funds directed to school districts will be in support of the expansion of career dual enrollment and must include collaboration with one or more partner postsecondary institutions from the district postsecondary technical colleges, Florida College System institutions, or State University System institutions. Emphasis should be placed on serving underserved and economically disadvantaged students and communities, creating career dual enrollment options in information technology related disciplines. For the purposes of this grant, expansion refers to increasing the capacity of existing career dual enrollment pathways or the establishment of new career dual enrollment pathways. The Department will focus targeted outreach and prioritize resources for schools that serve large numbers of students who represent achievement gaps, including postsecondary enrollment gaps.  Outreach will increase a focus on alternative high schools and juvenile justice programs. The Department will utilize mid-wage and higher occupations as a quality control valve to ensure that grant awards and the targeted outreach and opportunities above are cultivated in a manner that serves both the long-term benefit of the students as well as sustainability to the workforce communities in which those students are learning. Students will have access to high-quality work-based learning experiences through which they will gain professional mentoring, technical abilities and crucial workplace skills. The Department will include rapid credential opportunities. Agency will allocate a portion of these funds to incentivize participation from secondary schools through expenditures for one-time operating costs or teacher incentives that are directly related to participation.  For Florida College System dual enrollment programs, the school district will be the fiscal agent and responsible for paying directly for or reimbursing the institutions for their program costs in accordance with their local agreements.

We have created high yield evidence-based initiatives that support each of these three areas.

The Facilities Department requested an additional increase of the purchasing limit of this bid by an additional $200,000.00 on October 29, 2021. The Facilities Department is requesting an additional increase of $250,000.00 for the initial renewal period to cover anticipated expenditures due to increase in the cost of construction and an increased workload due to unforeseen projects being requested.       Description  
     

The scope shall include providing professional design/build services, under the terms of individual non-exclusive two (2)-year contracts, with an additional one (1)-year extension, for selected projects in which construction costs for any single project do not exceed $4,000,000.00 for study activity when the fee for such professional services does not exceed $500,000.00.  On 11/19/2021, the  Professional Services Selection Committee (PSSC) met to select qualified and certified design/build firms for these services. The PSSC ranked them in accordance with School Board Policy #7.71. The cost for these services for a two (2)-year period with an option for an additional one (1)-year period extension, is  not to exceed $45,000,000.00.   Funds for these services are available through  individual project accounts.

 
      Recommendation  
     

That the ranking of qualified and certified design/build firms to provide design/build services for minor design/construction projects pursuant to nonexclusive continuing contracts, for a period of two (2)-years, with an option for an additional one (1)-year period extension, at mutually agreed rates and conditions, be approved as presented and the Director of Construction Services be authorized to attempt negotiations with the seven(7) top-ranked firms.

      The scope of work shall include, but not limited to, geotechnical engineering testing and inspection services, construction materials field testing, laboratory testing, masonry testing, compaction testing, sub-surface borings and threshold inspections for Sarasota County Schools, for a period of three (3)-years.  Individual contracts were successfully negotiated with [1] Ardaman & Associates, Inc.,  [2] Driggers Engineering Services Inc.  [3] Terracon Consultants, Inc., and [4] Universal Engineering Sciences, LLC The estimated cost for these services, for the three (3)-year period is $450,000.00.  Funds are available for these services through individual project accounts.

Hayes, Inc. dba Tandem Construction / Sweet Sparkman Architecture and Interiors,   [2] Willis A. Smith Construction, Inc. / Fawley Bryant Architecture,   [3] Gilbane Building Company / Harvard Jolly Architecture,  [4] Jon F. Swift, Inc. / Schenkel & Shultz, Inc.,  [5] Magnum Builders of Sarasota, Inc. / Hall Darling Design Studio, PA,  [6] McIntyre Elwell & Strammer General Contractors, Inc. / Plunkett Raysich Architects, LLP,  [7] Halfacre Construction Company / Long & Associates Architects-Engineers, Inc. and successfully negotiated individual contracts.  These contracts have been approved by the School Board attorney.  The cost for these services for a two (2)-year period with an additional one (1)-year period extension is not to exceed $45,000,000.00.  Funds for these services are available through individual project accounts.

This is a direct replacement of nineteen (19) regular a/c school buses with student seatbelts, two (2) lift buses with student seatbelts and wheelchair hookups, and three (3) electric a/c school buses in accordance with the thirteen (13) year replacement cycle and approved in 2021-2022 capital transportation budget. Replacement will be twenty-five (25) of the worst condition buses that have high mileage and nearing the point of possible costly repairs, with new buses that get better fuel mileage and contain the newest safety equipment that will benefit student safety.
